Gor Mahia Fined KES 300,000 for Security Breach During Bidco United Match

The Football Kenya Federation (FKF) Disciplinary Committee has found Gor Mahia FC guilty of breaching FKF and CAF disciplinary regulations following a security lapse during their September 21, 2025, match against Bidco United at Kasarani Stadium. The club has been fined KES 300,000 and issued a formal warning to improve safety and oversight measures.

The Football Kenya Federation (FKF) Disciplinary Committee has sanctioned Gor Mahia FC after determining that the club violated FKF Regulations and the CAF Disciplinary Code due to a security breach that occurred during their match against Bidco United on September 21, 2025, at Kasarani Stadium.

According to the Committee’s findings, Gor Mahia had engaged third-party vendors to handle ticketing and access control for the fixture. However, the club was found to have retained a non-delegable duty of care—meaning it bore ultimate responsibility for maintaining safety, order, and effective supervision throughout the event.

In its ruling, the Committee reaffirmed two key legal principles:

  • Strict Liability: A club remains accountable for any incidents in or around the stadium during its matches, regardless of fault or intent.
  • Vicarious Liability: A club is equally responsible for actions or omissions by its agents, contractors, or service providers who operate on its behalf.

The FKF emphasized that delegating operational tasks to external vendors does not absolve a club from its regulatory obligations under CAF and FIFA frameworks, which require clubs to uphold safety and preventive standards at all times.

Following its review, the Disciplinary Committee:

  1. Found Gor Mahia FC culpable for failing to ensure adequate order and security during the match.
  2. Issued a formal warning to the club to exercise greater diligence in managing matchday operations.
  3. Imposed a fine of KES 300,000, payable within fourteen (14) days.

The Committee further cautioned that any recurrence of similar incidents would lead to more severe sanctions.

A Reasoned Decision, containing the Committee’s full legal reasoning and detailed findings, will be released on November 4, 2025, after which Gor Mahia will have the right to appeal in accordance with the FKF Rules and Regulations (2024).
